Bans players who kill in safe zones, or outside the PvP zones you pick
Bans players who kill where killing is not allowed. Pick the zones and whether kills are forbidden inside them (a safe zone, a trader) or everywhere outside them (a PvE server that allows PvP only in its military zones).
By default both ends of a kill count: it is punished when the victim died or the killer stood in the forbidden area — so shooting out of a safe zone is punished as well as shooting into it. "Victim only" judges a kill only by where the victim died (a player inside a PvP zone can be shot from anywhere), "Killer only" only by where the killer stood.
Install it once per set of zones and exemptions; give each installation a label.
